Surviving the New Normal of Government IT Program Management

Gary Winkler, former Army PEO-EIS executive has advice for Federal IT Program Managers

NEW YORK, March 28, 2013 –  Federal IT has done a 180-degree turn from the post 9-11 spending surge, so IT programs can’t expect to have the budget necessary to perfect their mission-critical applications. As Industry recovers in the post-recession economy, it is government’s turn to evolve post-sequestration, where every day and every dollar counts. This is bad news for program managers, who have been hit with the stunning realization that they no longer have the flexibility in budget, staff, or systems to account for any mistakes or errors in the development lifecycle. In this new world of application development, IT program management leaders must transform operations to drive new efficiency, including the crucial responsibility of actively governing application quality and risk.
