Dr. Bill Curtis is senior vice president and chief scientist of CAST Software. He is a globally recognized expert in software process and quality, who co-authored the Capability Maturity Model (CMM). Prior to CAST, he was the co-founder and Chief Scientist of TeraQuest, a global leader in providing CMM-based services, which was acquired by Borland. Formerly the Director of the Software Process Program in the Software Engineering Institute at Carnegie Mellon University, he has published four books, more than 150 articles, and was recently elected a Fellow of the Institute of Electrical and Electronics Engineers.

Outsourced application management: metrics to take your contracts beyond SLAs
The relationship between an outsourcer and his customer is, by nature, difficult given the technical and financial issues that may arise. Although current SLAs allow the results to be measured, they do not provide a means to anticipate any application drifts. Moreover, they do not cover certain areas, such as the evolution in the IT system's complexity and maintainability or the justification for evolution amendments. The CAST solution can complement these SLAs by automatically producing metrics and indicators that allow the customer to monitor the current state of the outsourced application portfolio and that can also provide support for steering and piloting the outsourcing contract. The aim is to facilitate dialogue between the outsourcer and the customer by basing it on factual indicators that are accepted and shared by the two parties and based on ISO-9126 standards and the work of the SEI.
